If the loop strap is the type that runs thru slots in the belt (and are not sewn between the cartriage loops) you should be able to work the excess out of the loops (one loop at a time- and then stitch or use a Chicago Screw at the end of the loop strap) If the loops are all sewn down then the shoe lace or rawhide string method is the way to go. You might be able to glue thin leather shims (using leather/fabric glue or contact cement) inside of each loop.
